2/3 of BIS penalties for trade with parties on U.S. blacklists

At the Bureau of Industry and Security (BIS) 2009 Export Controls & Policy conference, Acting Assistant Secretary Kevin Delli-Colli said two-thirds of BIS penalties since 2000 were for trade with parties who were (1) subject to export administration controls or (2) on the BIS's Entities List or Denied Parties List. He said the takeaway is that greater due diligence is needed.
